Residential Sound Insulation Program (RSIP/CDA)

Milhouse is a joint venture partner of the Program Management Team that provides acoustical technicians, project managers, homeowner service representatives, construction managers, and support staff.

Since 1995, Chicago’s Residential Sound Insulation Program (RSIP) has insulated over 18,000 homes surrounding O’Hare and Midway Airports. RSIP provides a better environment for the residents around the airports by sound insulating their homes and installing new doors and windows and other improvements which also reduces energy consumption.

Currently, the program insulates an average of 1,000-1,200 homes per year at a cost of $25,000,000 per year and at no cost to the homeowners through FAA funding.

RSIP is one of the most successful resident-focused programs in the history of the City of Chicago and is the largest in the country, with 96% of participating homeowners reporting that they would recommend it to their family and friends.

Milhouse responsibilities on the program include:

• Construction management
• Project management
• Inspectional services
• Program support
