Milhouse Engineering and Construction, Inc. (Milhouse) was retained by HNTB on behalf of Chicago Department of Aviation (CDA) to complete an Illinois Environmental Protection Agency (IEPA) Clean Construction or Demolition Debris Fill Operations (CCDD) LPC-663 form to facilitate proper soil disposal.
The soils will be generated during construction of the Consolidated Tunnel, East West Trunk Sewer, South Conveyance, project at O’Hare International Airport. This project is included in the CDA Lead Tunnel Design & Engineering Services Project and an extensive soil sampling investigation has occurred at the site-wide level including over 100 soil borings completed to a maximum depth of 60 feet below ground surface (bgs). Soil samples were collected at all boring locations and analyzed for the constituents of concern (COCs) based on O’Hare International Airport being identified as a Potentially Impacted Property (PIP).
Soil characterization sampling procedures were performed in conformance with standards set forth by the IEPA 35 Illinois Administrative Code (IAC) 742, “Tiered Approach to Corrective Action Objectives (TACO)”, United States Environmental Protection Agency (USEPA) SW-846 “Test Methods for Evaluating Solid Waste, Physical/Chemical Methods”, ASTM E1903-97 standard and 35 IAC 1100, CCDD.
Additionally, the Environmental Investigation Quality Plan (EIQP) Lead Tunnel Design & Engineering Services prepared for CDA by HNTB in November 2020 was used by the project team as a guide to outline the procedures used for drilling, field screening sampling, laboratory coordination and report preparation.
